In short

On November 5, 2026, Microsoft announced that Anthropic's Claude models in Copilot will be brought into the EU Data Boundary. The company aims to finish this by the end of 2026, and existing users do not need to take any action. In the EU and EFTA the Claude setting is off by default and is turned on by administrators.

In a post on the Microsoft Copilot blog on November 5, 2026, Charles Lamanna, Microsoft's executive vice president for Copilot, agents and platform, said Anthropic's Claude models will be brought into the EU Data Boundary. Microsoft says the aim is that European organizations should not have to give up either Claude or the company's regional data processing commitments. Under the EU Data Boundary, Microsoft commits to keeping the storage and processing of Microsoft 365 and other online service data inside the EU and EFTA.

  • Claude models already power Copilot experiences such as Copilot Chat, Copilot in the Microsoft 365 apps, Copilot Cowork and Copilot Code.
  • Microsoft expects Claude to run inside the EU Data Boundary across Copilot experiences, including Copilot Cowork, by the end of 2026, and will share details closer to availability.
  • Existing Claude users do not need to do anything; processing moves into the boundary automatically once it is ready.
  • In the EU and EFTA the Claude setting is off by default; admins can turn it on for all users or for selected users and groups in the Microsoft 365 admin center.

Why it matters

The announcement covers eligible Microsoft 365 customers in the EU and EFTA; Türkiye is not part of that region. Even so, for Turkish groups with subsidiaries, customers or partners in the EU, the question of which AI model processes data in which region could be an important point in contract and compliance reviews. IT and legal teams that assess cross-border data transfers under KVKK may find it useful to check regularly in the admin settings which models are enabled in Copilot and who can use them. Microsoft says its enterprise data protection also applies to Claude and that customer data is not used to train foundation models.

For companies that want to plan from the start which system processes their data and under which rules, we summarize our approach on the enterprise AI page.
